CONCERNING
TECHNCAL DIRECTIVES FOR PROCEDURES
FOR APPLICATION AND ALLOCATION OF QUOTAS
AS WELL AS THE ISSUANCE OF CERTIFICATES
OF EXPORT OF TEXTILE AND TEXTILE PRODUCTS (SKET)

THE DIRECTOR GENERAL OF INTERNATIONAL TRADE,

Considering:

a. in the framework of implementing Decree of the Minister of Industry and Trade No. 311/MPP/Kep/10/2001 regarding provisions on export quotas of textile and textile products, technical directives need to be issued;
b. that in the framework of preparing textile and textile product producers to face the enforcement of the ASEAN Free Trade Area (.AFTA) in 2003 and the World Trade Organization (WTO) in 2005, sustainable fostering of Approved Exporters of Textile and Textile Products (ETTPT) needs to be prepared so that the existing market share in export destination countries can be maintained and increased;
c. that in relation thereto, it is necessary to stipulate the matters by issuing a decision of the Director General of International Trade;

In view of:

1. Presidential Decree No. 260/1967 on the affirmation of tasks and responsibility of the Minister of Trade in the international trade field;
2. Presidential Decree No. 136/1999 on the status, tasks, organizational structures and working arrangements of ministries as already amended by Presidential Decree No. 147/1999;
3. Presidential Decree No. 228/M/2001 on the establishment of the Mutual Cooperation Cabinet;
4. Decree of the Minister of Trade No. 86/MPP/Kep/3/2001 on the organization and working arrangement of the Ministry of Industry and Trade;
5. Decree of the Minister of Industry and Trade No. 558/MPP/Kep/12/1998 on the export general provisions as already amended by Decree of the Minister of Industry and Trade No. 146/MPP/Kep/1999;
6. Decree of the Minister of Industry and Trade No. 311/MPP/Kep/10/2001 concerning general provisions on export of textile and textile products;
7. Decree of the Minister of Industry and Trade No. 53/MPP/Kep/2/2000 on the taking over of quotas of textile and textile products;
8. Decision of the Director General of International Trade No. 07/DJPLN/KP/III/2000 on technical directives for taking over quotas of textile and textile products.

DECIDES:

To revoke:

Decision of the Director General of International Trade No. 03/DJPLN/KP/I/2001 on technical directives for procedures for application and allocation of export quotas of textile and textile products.

To stipulate:

THE DECISION OF THE DIRECTOR GENERAL OF INTERNATIONAL TRADE ON TECHNICAL DIRECTIVES FOR PROCEDURES FOR APPLICATION AND ALLOCATION OF QUOTAS AS WELL AS THE ISSUANCE OF CERTIFICATES OF EXPORT OF TEXTILE AND TEXTILE PRODUCTS (SKET)

Article 1

Technical directives for procedures for approval of Text]e and Textile Product Exporters (E-TTPT) and allocation of quotas as well as the issuance of Certificates of Export of Textile and Textile Products (SKET) are in accordance with the attachment to this decision.

Article 2

With the enforcement of this decision, other regulations contravening this decision are declared null and void.

Article 3

This decision comes into force as from the date of stipulation.
